CompactTelRunner.exe is a Windows process used to send usage and performance data to Microsoft. This isn't required by your machine to be enabled.
Disabling this is done in the Task Scheduler. Type in 'Task Scheduler' into your Windows search box or start menu to open task scheduler.
Browse to Task Scheduler (Local) => Task Scheduler Library => Microsoft => Windows => Application Experience. Select all items, right click and select disable.
